A few of Armstrong's colleagues at Edwards believe that Paul Bikle, the FRC director, in his own mind did connect the short string of mishaps in Neil's flying to Neil's emotional state following his daughter's death, temporarily grounding Armstrong after the Nellis mishap. Bikle was known for handling his pilots sternly.
とあって、この（X-15 のボスだった）Paul Bikle の憎まれ役分を（まるで筋違いの）イェーガーにおっ被せてるわけで、だから場違い（にして、いかにも）のセリフになってるんですね。
※ 草稿（Writer's Revised Draft）のセリフは “Three mishaps in three months. It’s not my call, but I’d ground him.” だったようですし。
